the Sprint* Nationwide Network and the Sprint Bring Your Own Device
Program. It is actual cellular service which is free, and it does not
rely on downloads of VoIP apps.

The Truly
Free Plan breaks through all traditional free offers and other telecom
models which typically require a credit card on file, and hide the
real costs from consumers with tricks such as activation costs and
monthly line fees, etc.
As
the old saying goes, "If it seems too good to be true, it probably is."
So, how is it possible to offer free cell phone service with only a
phone and an email address required? Easy. It's ad-supported. With
RingPlus you hear sponsored messages and other media content such as
news and music until the person you called answers the phone. The call
is not delayed. The waiting time until the party called picks up (the
standard ringback tone) is merely replaced with entertaining media
content.
RingPlus
currently offers another Free Plan with larger allotments of talk,
text, and data (200 min, 50 text, and 10MB) which is also available at https://ringplus.net/. If the consumer chooses that free plan, they will need to signup with a credit card.
All RingPlus overages are charged at the lowest cost in the industry: 2 cents per text, minute, or MB. Higher usage plans are also offered at a lower cost than all other carriers by far at https://ringplus.net/.
